Opening a new hotel in the UAE? Your interiors can be flawless, but luxury is felt in what guests touch: the towel, the plate, the glass, the pillowcase. That is OS&E (Operating Supplies & Equipment): the movable supplies behind daily operations, from linen and chinaware to housekeeping equipment.
OS&E procurement in the UAE should start about 12 months before opening. Indicative budgets run AED 7,000–13,000 per key for 3-star, AED 16,000–28,000 for 4-star and AED 33,000–58,000+ for 5-star, depending on brand and F&B scope. Here is the full guide, with timeline, par levels and checklist.
OS&E vs FF&E: where one ends and the other begins
OS&E is what staff and guests handle every day and what wears out: towels, plates, glasses, trolleys, amenities. It typically lasts one to five years. FF&E is the furniture and fixed fit-out that defines the building. In most UAE projects the interior designer and fit-out contractor own FF&E, and the owner or operator buys OS&E separately.
| FF&E | OS&E | |
| Role | Shapes the space | Runs the service |
| Attachment | Fixed, built-in or heavy | Loose and portable |
| Typical life | 7–10+ years | 1–5 years |
| Who supplies | Fit-out and interior contractors | OS&E specialist |
| Examples | Beds, wardrobes, lighting, carpet | Towels, chinaware, glassware, amenities |
Hotel OS&E checklist by department
Build the list department by department, then add the UAE-specific notes.
Guest rooms. Bedding, towels, robes, slippers, hangers, bins, tea and coffee sets, bathroom and welcome amenities. Our guide to in-room supplies you need goes item by item. Check bathroom amenities against the plastics rules above.
Housekeeping. Carts, trolleys, cloths, mops, buckets, dispensers, linen-handling kit for each floor.
Restaurants and banquets. Chinaware, glassware, cutlery, buffetware, cookware and F&B accessories. For shapes, materials and durability, read how to choose dinnerware. Specify heat and outdoor conditions for terrace service.
Table linen. Tablecloths, napkins, runners and placemats for restaurants and events. Choosing the perfect table linens covers fabric and colour choices.
Pool and beach. Pool towels, beverage ware, trays and beach accessories. Many operators specify zero-glass drinkware here, which means durable reusable polycarbonate or similar rather than disposables.
OS&E procurement timeline for a UAE hotel opening
Work backwards from opening. The two columns show how sourcing changes the dates.
| When | Stock items from a UAE supplier | Made-to-order or imported items |
| T-12 months | Confirm scope, brand standards, room mix, outlets, budget | Same, and flag bespoke items now |
| T-10 months | Write specs, issue RFQs | Same |
| T-8 months | Approve samples, shortlist | Approve samples, place orders |
| T-5 months | Reserve stock allocation | Production running, inspections |
| T-3 months | Confirm call-off dates and storage | Shipping booked, buffer added for rerouting |
| T-1 month | Deliver in phases, train staff | Final deliveries, room-by-room distribution |
In the current shipping climate, add extra weeks for anything imported. Keep local stock as a safety net for fast-moving basics.
How to calculate opening quantities and par levels
Par means the number of complete sets you need so that rooms are dressed while other sets are in the wash and in storage. The formula:
Opening quantity = active positions × par level × buffer
Active positions are beds, guests per room, restaurant seats or banquet covers, depending on the item. Use a 5–10% buffer for setup waste and early breakage.
For linen, on-premise laundry can run on 3 par, while outsourced laundry needs 4 or more to cover transport delays. Lodging magazine recommends four or five par of bed and bath linen. xenialodgingmagazine
| Item | In-house laundry | Outsourced laundry |
| Sheets and pillowcases | 3 par | 4 par |
| Duvet covers | 3 par | 3.5–4 par |
| Bath towels | 3.5 par | 4–5 par |
| Hand towels, face cloths | 4 par | 4.5–5 par |
For F&B, count from seats, and use ballroom capacity, not average covers, for banquets
| Item | Restaurant (per seat) | Banquet (per max cover) |
| Dinner plates | 2–2.5 | 1.3–1.5 |
| Side plates, bowls | 1.5–2 | 1–1.2 |
| Water and wine glasses | 2–3 | 1.5 |
| Each cutlery type | 2.5–3 | 1.5–2 |
Worked example: 150 keys. Say 90 king rooms and 60 twins, so 210 beds, with outsourced laundry and a 5% buffer.
- Sheet sets: 210 × 4 × 1.05 = 882
- Bath towels (2 per room): 150 × 2 × 4.5 × 1.05 = 1,418
- 120-seat restaurant, dinner plates: 120 × 2.5 × 1.05 = 315
- 400-guest ballroom, plates: 400 × 1.4 = 560
Treat these as starting points and test them against your brand manual and your F&B director’s service style.
OS&E budget for a new hotel in the UAE
Published benchmarks disagree a lot, mostly because scope differs. One development guide puts OS&E at 1–3% of total project cost, with some full-service projects budgeting 4–7%. Another benchmarks OS&E at 15–25% of the combined FF&E and OS&E budget. I could not find a public UAE per-key benchmark, so the bands below are planning assumptions to replace with quotations. hoteldevelopmentguidefigurz
| Star rating | Planning band per key (AED) | Rooms | F&B | Housekeeping | Linen | Pool and other |
| 3-star | 8,000–14,000 | 35% | 30% | 12% | 15% | 8% |
| 4-star | 15,000–28,000 | 33% | 33% | 11% | 15% | 8% |
| 5-star | 30,000–60,000+ | 30% | 36% | 9% | 15% | 10% |
Four things move the number most: brand standards, banquet size, bespoke items, and pool or outdoor scope. A 1,000-seat ballroom can make F&B your largest line.
How to write a specification and RFQ
A supplier can only quote what you describe. Vague specs get you inconsistent prices and a nasty surprise at delivery.
One plate.
Poor: “White dinner plate, 27 cm, good quality.”
Professional: “Vitrified porcelain dinner plate, 27 cm, white, rolled edge, minimum 700 g, rated for 2,000+ commercial dishwasher cycles, stackable, food-contact compliant with supporting test documents.”
One bath towel.
Poor: “White bath towel, soft, 70 × 140.”
Professional: “100% combed cotton, 70 × 140 cm, 550 GSM, double-stitched hems, colourfast at 60°C, maximum 5% shrinkage after five commercial washes.”
Every line should state material, weight or GSM, dimensions, wash or dishwasher cycles, durability and compliance. For food-contact items, ask for the supplier’s current UAE certificates
Bespoke OS&E: branding your hotel through supplies
Custom items turn routine supplies into brand signals: chinaware with your logo or a signature glaze, engraved cutlery, branded in-room amenities. They follow a golden sample process: share the brief, review a prototype, approve one sealed reference piece, then check production against it and reject deviations.
Build the lead time in early. Design, sampling and production can push bespoke orders to the front of the timeline, which is why they appear at T-12 above. See our custom solutions page for what can be customised.
Sourcing in the UAE: local supplier vs direct import
| Factor | UAE-based supplier | Direct import |
| Lead time | Days to a few weeks for stocked items | Months, plus routing uncertainty |
| Minimums | Flexible, often per piece | Often container or production-run minimums |
| Duty and VAT | Handled by supplier | Generally 5% customs duty on CIF value, plus 5% VAT on most imports |
| Food-contact paperwork | Supplier holds certificates | You or your importer manage registration |
| Shipping exposure | Low | High while Hormuz routing remains disrupted |
| Samples | Physical samples fast | Courier delays and cost |
| Reorders | Quick top-ups | Repeats the full import cycle epicsourcing |
A UAE supplier helps most when quantities may change, timelines are uncertain, or you want to check a sample in your hand. Direct import still makes sense for very large custom runs, where unit savings outweigh the longer and less predictable lead time. Many hotels do both: import the bespoke hero items early, source basics locally.
Delivery, quality checks and storage
On delivery, check three things: count against the purchase order, damage (open a sample from every pallet), and spec match against the approved sample. Photograph discrepancies the same day so claims stay simple.
Deliver in phases by floor or outlet as rooms are handed over, and prepare a dry, lockable store before the first pallet arrives. Keep chinaware and glassware away from construction traffic. If opening slips, phased delivery also protects you from paying to store everything for months.
7 common OS&E procurement mistakes in UAE hotel openings
| Mistake | What it costs | Do this instead |
| Ordering too late | Air freight, substitutions, delayed opening | Start at T-12, bespoke first |
| Wrong par levels | Shortages or cash tied up in stock | Calculate from laundry model and covers |
| Vague specs | Mixed bids, early product failure | Specify material, weight, cycles, compliance |
| Skipping samples | Colour or weight problems after production | Approve samples, keep a golden sample |
| FF&E–OS&E scope gaps | Items bought twice or not at all | Fix boundary items in a written scope sheet |
| No delivery or storage plan | Damage and chaos in the last weeks | Phase deliveries, secure storage early |
| No replenishment plan | Mismatched patterns, emergency buying | Choose collections your supplier keeps stocked |
Replenishment after opening
Treat these as starting assumptions, then track your own breakage and loss for the first 90 days.
| Item | Typical annual replacement |
| Stemware | 25–35% |
| Bath towels | 20–30% |
| Bed linen | 15–20% |
| Plates and bowls | 12–20% |
| Cutlery | 8–15% |
A simple reorder trigger: reorder point = (average daily usage × supplier lead time in days) + safety stock. Pick collections your supplier will keep in stock, or a year from now you will face either a mismatched pattern or a full re-order.
FAQs
What does OS&E stand for in hotels?
Operating Supplies & Equipment: the loose items used daily, such as linen, tableware, amenities and housekeeping tools.
What is the difference between OS&E and FF&E?
FF&E is furniture and fixed fit-out with a long life. OS&E is loose, replaceable items lasting roughly one to five years.
How much does OS&E cost per room in the UAE?
As a planning band, roughly AED 8,000–14,000 per key for 3-star, AED 15,000–28,000 for 4-star and AED 30,000–60,000+ for 5-star. Quotations, brand standards and banquet size will move it.
How early should a new hotel start OS&E procurement?
About 12 months before opening, with bespoke items first.
How many sets of linen does a hotel need (par level)?
Around 3 par with in-house laundry and 4 or more with outsourced laundry.
Can OS&E items be customised with the hotel’s branding?
Yes. Chinaware, cutlery, amenities and linen can be customised, usually after a sample and golden-sample approval.
How do I choose an OS&E supplier in the UAE?
Check local stock, bespoke capability, written specifications, current compliance certificates, sample access, replenishment support and hotel references.
